Savannah is actively an extremely frustrating character to read about, Cortez was one-dimensional and it was obvious he was going to be Paige's love interest from the second he was introduced. Paige was somewhat interesting in that she desperately wants to be better but she spends most of the book absolutely refusing to see the awful reality of her situation. Leah the villain is cartoonishly evil and both the Cabal and Coven have very little depth to them.
The ostracisation of Paige is genuinely harrowing to read about, she is treated worse and worse by her community as the book goes on and there is absolutely no pay off for watching this poor woman's life completely fall apart.
